However that algorithm will change very quickly maybe after 100 mS or so. To decode is relatively easy, you just use the algorithm that is signaled. Just to explain for those who don't know MP3 is a sort of tool kit of of encoding algorithms. In fact I think the MP3 patents have run out by now but the encoding bit has always been a bit of a black art. It makes no business sense to charge the same to decode a package as it does to decode it. Yes but there are different licensing conditions and fees involved. About the patents and algorithms, they apply to the decoders just as well, no?
